Glopal is a platform which helps buyers and sellers connect across the globe. As such, Glopal does not hold any stocks and is not the entity which sells you the final goods.
As a consequence, Glopal cannot be expected to decide on whether to refund you or not.
If for whatever reason, you would like to request a refund of your order, you should contact the merchant from whom the product has been purchased. They can then decide whether you are eligible for a refund or not and trigger a refund from their Glopal Merchant Account.
